You can get the weapon in Act 3 from a particularly difficult NPC, who can also cause completely different incidents. We’re talking about the circus genie named Akabi, who spins the wheel of fortune. In order to be transported into the hidden area by him, you have to do it exactly right.
The nasty djinn has something against you winning the main prize and is cheating with the magician’s hand spell. You have to get that out of him first. To do this you have to steal the “Gie Ring” from him. This works as usual with villains and thieves’ tools and is made even easier with the usual tools, for example by making yourself invisible.
Now Akabi can no longer cheat with the spell. This gives you the opportunity to spin the wheel yourself (select the option in the dialog) and win the main prize; actually. The Djinn doesn’t really begrudge you victory. An argument arises in which you can insult him as a failure.
