Gotham Knights represents something like a new beginning in the Batman universe, after the Joker has already been put behind bars umpteen times and the story about Batman keeps going in circles. Therefore, you not only rely on a new quartet of heroes, the opponents also show up with a brand new face or faces.
In Gotham Knights it’s the Court of Owl, far bigger and more dangerous than The Joker, The Riddler or Mr. Freeze ever were. Game Director Geoff Ellenor assures this in an interview with PLAY Magazine.
The Court of Owl is therefore not an opponent that manifests itself in just one person who eventually becomes predictable, this is an ancient mystery that has always been present in Gotham but never really emerged from the shadows. It’s the story you’ve always wanted to tell.
“Our approach to the Court of Owls is sort of an ancient and mysterious and manipulative rich people group that has been running Gotham for hundreds of years. This affects the entire story of the game… but you have to play it to find out all the details. There’s relationships between what The Court Of Owls wants to do and the gnags falling into their own mess alongside them, and how our villain stories intersect all of that. It’s complicated, but in a good way.”

You can experience this in person from October 25th, when Gotham Knights officially released for PS5 and Xbox Series. The last-gen versions were last discontinued.
